देहरादून। उच्च शिक्षा की गुणवत्ता को बेहतर करने के लिए उच्च शिक्षा मंत्री डॉ धन सिंह रावत की अध्यक्षता में सचिवालय सभागार में सभी विश्वविद्यालय एवं डिग्री कालेजों के प्राचार्य के साथ प्रथम उच्च शिक्षा परिषद की बैठक हुई। मंत्री ने उच्च शिक्षा में शिक्षा की गुणवत्ता को बेहतर करने के अधिकारियों को निर्देश दिये।
मंत्री ने रूसा योजना की समीक्षा करते हुए बताया कि अब-तक इस योजना के तहत 40 कालेजों को 2-2 करोड़ की धनराशि उपलब्ध कराई जा चुकी है, जिससे कि कालेजों में पठन-पाठन में किसी प्रकार की दिक्कत न होने पाये। उन्होने कहा कि उत्तराखंड देश का पहला राज्य है यहां सभी विश्वविद्यालयों में प्राचार्यों की तैनाती कर दी गई है तथा उत्तराखंड यह पहला राज्य होगा जिसके सभी डिग्री कालेजों में प्रोफेसर की नियुक्ति की गई है तथा सरकार द्वारा उसमें जल्द ही लोक सेवा आयोग के माध्यम से 877 प्रोफेसरों की नियुक्ति की जा रही है। उन्होंने कहा कि जब-तक इन डिग्री कालेजों में प्रोफेसर की तैनाती नहीं की जाती है संबंधित क्षेत्र के डिग्री कालेजों में स्थानीय स्तर से ही संबंधित डिग्री कालेज के प्राचार्य द्वारा स्थानीय युवकों की नियुक्ति की जायेगी जिन्होेने नैक, एवं पी.एच.डी की डिग्री की हो तथा उन्हे 500 रू0 प्रति प्रीयड की दर से भुगतान किया जायेगा। उन्होने यह भी कहा कि उत्तराखंड के सभी विवि एवं डिग्री कालेजों अम्बरेला एक्ट लागू किया जायेगा, जिसके लिए सभी विवि एवं डिग्री कालेजों से सुझाव उपलब्ध कराने के निर्देश दिये गये हैं। उन्होने कहा कि उत्तराखंड में उच्च शिक्षा को बेहतर करने के लिए उच्च शिक्षा में सेवा का अधिकार कानून भी लागू किया जाएगा, जिसके लिए उन्होंने सभी प्राचार्यों से सुझाव देने को कहा। उन्हांेने कहा कि उत्तराखंड देश का पहला राज्य है जहां तीन लाख छात्रों के फ्री बैंक खाते खुलवाने का लक्ष्य रखा गया है जहां अब-तक 53 हजार बैंक खाते खोले जा चुके हैं। उन्होने सभी विवि के प्राचार्यों को निर्देश दिये हैं कि शिक्षा की गुणवत्ता में सुधार लाने के लिए छात्रों की कालेजों में 75 प्रतिशत् उपस्थिति अनिवार्य की गई है। जिन छात्रों की उपस्थिति कम है उनके अभिभावकों को पत्र भेजने के निर्देष दिये। सभी डिग्री कालेज एवं विवि में समाधान पोर्टल की तर्ज पर साफ्टवेयर तैयार किया जाये जिसमें सभी विवि के प्राचार्यों एंव प्रोफसरों की जानकारी एवं प्रोफाइल अपडेट हो तथा यह भी अपडेट रहे कि कौन से विवि एवं डिग्री कालेज में शिक्षक कार्य कर रहें तथा कौन से डिग्री कालेज शिक्षक विहीन है। उन्होंने कहाकि सरकार प्रदेश के 25 डिग्री कालेजों को नैक में बी ग्रेड में लाना है तथा वर्तमान समय में प्रदेश के 2 कालेज नैक में हैं। उन्होने कहा कि इन कालेजों को केंद्र सरकार से प्रत्येक वर्ष एक करोड़ की धनराशि मुहैया कराई जायेगी।रूसा कार्यक्रम योजना के सही क्रियान्वयन के लिए सलाहकार प्रथम तीन माह के लिए नियुक्त किया जायेगा, जो रूसा के अन्तर्गत कराये जा रहे कार्यों की समीक्षा करेंगे। इस अवसर पर अपर मुख्य सचिव डॉ रणवीर सिंह, अपर सचिव नियोजन डॉ रंजीत सिन्हा उपस्थित थे।
